Each submitted report filename must be unique - duplicate filenames are not allowed
What triggers it
A file with the same name was already received. Every (re)submission needs a new CreationTimestamp.
How to fix it
Change the last 17 digits (timestamp) for each resubmission (AFM and CSSF say the same).
