Reference date inside an instance as well as within filename must be valid (FR 2.13, FR 2.10)
What triggers it
refPeriod in parameters.csv and the reference date in the filename must both be valid and consistent (filing rules 2.10/2.13).
refPeriod in parameters.csv is missing, not a valid date, or differs from the reference date in the filename.
How to fix it
refPeriod,2025-12-31 and _2025-12-31_ in the filename for the 2026 cycle.
Set refPeriod to the same yyyy-mm-dd as the filename.
