The header row in parameters.csv must consist only of the values name and value, in the first and second columns, respectively.

What triggers it
First line of parameters.csv is not exactly 'name,value' (people put their entity name in place of 'value', swap the order, or leave a trailing comma). New rule, implemented 1 May 2025.

How to fix it
Header 'name,value', then rows entityID / refPeriod / baseCurrency / decimalsInteger / decimalsMonetary.
Header must be name,value.
