What triggers it
All 15 DORA templates must be declared as reported (true/1) in FilingIndicators.csv, in upper-case template IDs (B_01.01 ... B_99.01), even if a template is empty. 'false'/'0', lower-case 'b_01.01', missing rows, or a declared template whose CSV is absent all trigger 808. Rule 808 replaces EUCLID rule 405 for DORA.
A template is missing from FilingIndicators.csv, declared false or 0, or written in lower case.

How to fix it
15 rows, each 'B_xx.xx,true'; ship every b_xx.xx.csv (header-only when empty, e.g. b_01.03.csv for an entity with no branches).
Declare all 15 templates true. If you have nothing to report for one, keep its file empty but still declare it true.
