What triggers it
In B_02.01: if ( {c0020} = [eba_CO:x3] ) then c0030 must not be empty. (EBA comment: if {c0020} = [eba_CO:x3] then {c0030} != empty)
B_02.01 says the arrangement is subsequent or associated (eba_CO:x3) but c0030, the reference of the overarching arrangement, is empty.

How to fix it
Fill or correct the referenced column(s) and resubmit; not blocking at reception but NCAs and the April DQ review expect it fixed.
Fill c0030 with the reference number of the overarching arrangement, which must itself be a row in B_02.01.
Severity in the 4.0 DPM: warning (reported in RES feedback, no rejection). Active for the 2025 and 2026 cycles (ESAs: rules unchanged for 2026).
