What triggers it
B_01.02 c0020 must match the LEI pattern ^[A-Z0-9]{18}[0-9]{2}$ (18 alphanumerics + 2 digits). (EBA comment: This VR checks the format of column 0010 (LEI code))
A row has data but one of its mandatory columns is empty. The EBA expresses these as a family of rules (v8850_m to v88889_m): if any column of the row is filled, these specific columns must be filled too.

How to fix it
Fill or correct the referenced column(s) and resubmit; not blocking at reception but NCAs and the April DQ review expect it fixed.
